On the 14th December 2019 the Directive 2000/29/EC, which outlined protective measures against the introduction and spread of organisms harmful to plants, was repealed and replaced byRegulation (EU) 2016/2031("Plant Health Law") of the European Parliament and of the Council concerning protective measures against pests of plants. Article 5(2) of this Plant Health Law calls for the establishment of a “list of Union quarantine pests”. This list was established and is available in Annex II of the Commission Implementing Regulation (EU) 2019/2072. A separate list of Union regulated non-quarantine pests (‘RNQPs’) is documented in Annex IV of this regulation. A number of plant-parasitic nematodes can be found in these lists.
Meloidogyne graminicola is not listed as a Union quarantine pest, or as a RNQP in accordance with Commission Implementing Regulation (EU) 2019/2072, however, in 2022, Commission Implementing Regulation (EU) 2022/1372 was published and outlined temporary measures to prevent the entry into, the movement and spread within, the multiplication and release in the Union of Meloidogyne graminicola.
These measures are in place until 30/06/2025.
A list of “priority pests” can be found in the Commission Delegated Regulation (EU) 2019/1702, established in accordance with Article 6(2) of the “Plant Health Law”. Article 6(2) empowers the Commission to; “adopt delegated acts in accordance with Article 105 supplementing this Regulation by establishing a list of the priority pests”.
This list includes the Pine Wilt Nematode Bursaphelenchus xylophilus
